What Constitutes a Dead Tree?

One of the most controversial aspects discussed on many golf courses is the topic of tree removal. This willow tree is located along the pond next to #7 tee (there are about a half dozen declining Willows along the ponds). It's about 50% dead or I guess one could say it's 50% alive. In either case it's not long for this world and is constantly shedding debris creating an unsightly mess, it has no esthetic value and does not impact play. Should it be removed? What do you think?
